Not necessarily. On the flip-style keys Audi used for many years, the A4 included, the blade is a separate component from the electronics, so where only the blade has failed it can often be renewed while the fob and its existing programming carry on exactly as before. Later cars moved to a fixed-head smart key with an emergency blade inside, which is a different arrangement — worth saying which yours is.
